Day 83: US government action to make Shein and Temu more expensive 

The US government is taking a stand against the influx of low-value shipments from China, specifically targeting fast fashion giants like Shein and Temu.

Proposed regulations could impose new taxes on many of these shipments, a move aimed at closing loopholes that have allowed the companies to sidestep tariffs and undercut competitors.

Currently, the “de minimis” rule permits packages valued under $800 to enter the US without tariffs or additional fees. This exemption, increased from $200 to $800 in 2016, was designed to facilitate trade and streamline customs operations. 

However, the US government now argues that this rule has been exploited by companies like Shein and Temu, which often ship directly from manufacturers to customers, enabling them to offer extremely low prices.

The Biden administration’s proposal seeks to address what it calls “abuse” of the de minimis rule. The proposed changes would remove this exemption for Chinese goods that currently face tariffs, including a broad range of products like shoes, machinery, and most textiles and apparel. Additionally, the new rules would require shippers to provide more detailed information to authorities, potentially increasing the transparency of these transactions.

Fast fashion retailers such as Shein and Temu have built their business models on direct-to-consumer shipping, enabling them to bypass traditional retail markups and offer lower prices. 

In response to the proposed rules, both companies have defended their practices.
